DECISIONS AND ISSUES
- Eight numbered entries include one substantive item. The agenda motion is printed 19-377, followed by 19-338 to 19-344. December 13 separately uses 19-377 for garbage rates. Preserve the printed discrepancy without silently changing the first number to 19-337 or treating these as one decision.
- The agenda carried on named 4–1 positions: Stevenson, Sheppard, Lucassie and Awa for; Nattaq opposed. Five minute adoptions, including November 12, and adjournment were procedural. 19-343 recorded support for an NRI application concerning mental health, crime and suicide; it does not establish a research grant.
- The RCMP urged a warm shelter after the previous shelter closed. Members discussed an upcoming November 29 meeting and hoped for a solution; no numbered shelter contract, opening date or funding approval appears. Bicycle theft and safety were also discussed without a numbered enforcement policy.
- No Council-seat resignation, appointment or oath is recorded. November 29’s emergency land meeting is separate from the anticipated shelter discussion.
