On August 25, staff described the Judo Nunavut waiver as approximately $600 in the audio, while adopted Motion 26-182 records $300. We OCR the City’s scanned minute PDFs and count each distinct substantive question or request for explanation attributed to a council member. We do not turn an absent line in minutes into a claim that somebody stayed silent.
For May 26, June 16, June 23, August 18 and August 25, the complete official MP3s were machine-transcribed, then every candidate question was checked against its surrounding audio, agenda and motion registry. Timestamps mark the beginning of the councillor’s question. Automated wording was corrected into a concise précis; uncertain speaker or meaning is not counted. Totals keep a plus sign because other recordings remain pending.
