2026 Council voting: verified additions and corrections

Written sources checked October 4, 2026 across all 11 indexed regular Council meetings through September 22. The September 22 minute copy in the October 27 package was additionally checked November 3, resolving the three former collective results. Audio and committee expansion remain separate work.

Added entries26

24 unanimous reconstructions and two named votes after the November 3 September review.

Current-term index800

Selected voting records across years and committees.

Corrected entries5

Four conflict corrections and the September 22 abstention-label correction.

197 numbered entries reconciled.

139 substantive voted entries and 58 procedural entries. The substantive inventory contains 26 additions, 111 already indexed motion IDs and two apparent repeated first readings held. Procedure includes agenda and minute approvals, session transitions and adjournment.

The November 3 review assigns 20 previously unassigned supporting positions and one named abstention to the same three September decisions. No duplicate motion entries are added. Selected vote counts are not full-term participation percentages or measures of effectiveness.

March 24 motions 26-40 and 26-41, and May 12 motions 26-107 and 26-108, concern Lots 1 and 3, Block 239. Original minutes record Sheppard leaving for his conflict and returning afterward. Previous reconstructed entries incorrectly assigned the conflict to Awa and made Smith chair. They now mark Sheppard Conflict, Awa Chair, no vote, and Smith For. The three-vote and four-vote unanimous tallies remain unchanged. Existing entries retain their identities.

The newly indexed 26-64 beer-garden support letter was defeated. Nattaq is explicitly named for; Smith, Aglukark and Sheppard are opposed. Its mover and seconder are not counted as supporters.

Tilley appears on the January and February roster, then leaves office before March. Matshazi’s June 23 appointment is not voting participation at that meeting; he appears on the July roster. Conflict, abstention, absence and not in office remain separate.

January 27 compound motion 26-09 gives first reading to both General Plan and Zoning amendments for Lots 1 and 3, Block 239. February 10 motions 26-23 and 26-24 record those first readings again. The latter remain in the source inventory, with extra indexed support held until the sequence is clarified. March 24’s cannabis first-reading direction and April 14’s later reading also remain distinct in the existing index; this batch creates no additional duplicate.

The September 22 minutes reproduced in the October 27 package were approved through 26-200. They name Smith, Matshazi, Aglukark, Stevenson, Kunuk and Sheppard for 26-192, with Flaherty abstaining, not opposing. No reason for the abstention is given. The two subsequent substantive unanimous decisions reconcile with seven eligible councillors and Awa as chair. Sheppard left after 26-195 because he could not join the closed session by teleconference, explaining the later six-voter totals. The proposed lagoon renaming died without a seconder and remains excluded from voted results.

The $108,721,940.25 figure is the maximum federal contribution in an approved agreement for infrastructure supporting housing. It is not a payment, expenditure or verified number of completed homes.

November 3 review: September 22 minutes reproduced in the October 27 agenda were approved through 26-200. The minutes name six members for 26-192 and Flaherty abstaining, without a stated reason. The earlier against label is corrected. The two later substantive unanimous results can be reconciled with the seven eligible councillors and Awa as chair. Sheppard left after 26-195 because teleconference participation was unavailable for the closed session, explaining the six-voter closing totals. The proposed 26-XXX lagoon renaming died without a seconder and is excluded from voted results.
