  1. The registry lists nine numbered motions, 26-189 through 26-197. Agenda, earlier minutes, closed-session transitions and adjournment are procedural. The unnumbered '26-XXX' lagoon-renaming text has no seconder, tally or result in the registry and is not counted as an adopted motion.
  2. Motion 26-192 gave third and final reading to Land Disposal By-law 1037 for two identified properties. The minutes reproduced in the October 27 package name six members for and Flaherty abstaining; no reason for his abstention is given.
  3. Motion 26-193 approved a contribution agreement with the Government of Canada for trucked and utilidor infrastructure supporting housing, with a maximum federal contribution of $108,721,940.25. This is an agreement approval, not an amount spent or a verified housing-capacity figure.
  4. Motion 26-194 approved adding September 30 to the City's annual flag calendar for the Survivors' Flag, following the September 15 committee recommendation. The registry marks both 26-193 and 26-194 unanimous with seven votes, without an individually named roll call.
  5. The registry shows six unanimous votes on the return from closed session and adjournment, down from seven earlier. The September minutes in the October 27 package explain that Sheppard left after 26-195 because he could not join the closed session by teleconference. Their approval is recorded through 26-200; a standalone approved-minute file remains unlinked.
  6. October 4 Council voting review: 3 entries added. 3 substantive voted entries and 6 procedural entries among 9 numbered entries.
  7. November 3 review: September 22 minutes reproduced in the October 27 agenda were approved through 26-200. The minutes name six members for 26-192 and Flaherty abstaining, without a stated reason. The earlier against label is corrected. The two later substantive unanimous results can be reconciled with the seven eligible councillors and Awa as chair. Sheppard left after 26-195 because teleconference participation was unavailable for the closed session, explaining the six-voter closing totals. The proposed 26-XXX lagoon renaming died without a seconder and is excluded from voted results.
  8. See /votes/current-coverage/2026 for the source inventory and corrections.
  9. October 5 Q3 attendance reconciliation adds the City’s explicit report statuses. The grid does not establish item-specific ballots.

Kimberly Smith

Encouraged residents to ask questions and expect accountability. Warned about unsupported conclusions on AI-generated websites and urged readers to check original records. Called for timely reports, minutes, project updates and plain-language explanations, including reasons for delays, and referred to a B+ fiscal-transparency rating. These are her stated positions, not independent verification of every claim.

Kimberly Smith

Said the reservoir had been filled, sufficient water was available for housing and the long-term project would support at least 50 years of needs. Discussed federal infrastructure funding, changes to the car-wash ban and water rates, private housing development and future subdivisions. These are attributed remarks; funding approvals and projected capacity are separate from completed infrastructure.

Official written record ↗

Solomon Awa

Relayed Apex resident Ann Hanson’s appreciation for road repairs, paving and added lighting, and her question about stop signs for disabled and elderly residents.
