The 2019–2023 Council record
From the November 12, 2019 first sitting through the October 10, 2023 final indexed meeting. Follow the written decisions, source gaps and changes in who served.
Includes procedure, readings and repeated approvals. These are not unique projects or individual votes.
A documented minimum. 11 records still have incomplete or unassigned classification.
The available City archive listings for 2020 through October 2023 have been checked against this index. Later Council minutes identify the opening 2019 meetings and missing committee records. Original November 12 minutes and uploaded registries are now reviewed. Missing committee records, partial scans, audio and individual-vote eligibility remain open. This page does not publish whole-term attendance percentages or a completed voting audit.
The first sitting defines this collection boundary. It does not establish every member's legal start date. The next council first sat November 14, 2023; its records are tracked separately.

Who served, and when the record changed
Resignation announcements, effective dates, appointment decisions and oaths are recorded separately. Unresolved dates are retained as gaps.
Lucassie resigned from Council
The City's November 2 release reports this resignation date. October 13's demand that she resign was a separate motion.
City notice →Fawcett appointed
20-336 appointed John Fawcett effective October 28. A November 3 oath ceremony was announced separately; the actual oath remains unverified in this record.
Council minutes →Brewster resignation accepted
21-345 accepted Janet Brewster's resignation after her election as an MLA. The minutes do not state its effective date. Awa's deputy-mayor appointment changed an existing member's role.
Council minutes →Fawcett resignation accepted
21-417 accepted Fawcett's resignation without stating an effective date. He continued participating in later business; individual attribution after acceptance remains held.
Council minutes →Curley and Quassa appointed, then sworn in
22-68 appointed Ookalik Curley and Paul Quassa March 8. Both took their oaths before the first March 22 Council motion. Their participation is not backdated to their appointment vote.
Council minutes →Flaherty resignation effective
Council accepted Sheila Flaherty's resignation April 12, effective April 6. Acceptance and effective dates remain distinct.
Council minutes →Akumalik resignation effective
July 12 minutes accepted Joanasie Akumalik's resignation effective June 22 and called for expressions of interest.
Council minutes →Smith appointed, then sworn in
22-214 appointed Kimberly Smith June 28 after a ranked ballot. Her oath was July 12 before agenda adoption. April's defeated appointment proposal did not make her a councillor.
Council minutes →Tilley appointed, then sworn in
22-354 appointed Samuel Tilley October 11. He took the oath October 25 and is not credited with earlier October 11 votes.
Council minutes →Bell resigned as mayor
The City announced Kenny Bell's resignation effective immediately. Its notice named Awa acting mayor and Sheppard acting deputy mayor pending Council's determination.
City resignation notice →Awa appointed mayor
22-369 appointed Solomon Awa mayor, with Awa abstaining. Council separately appointed Sheppard deputy mayor and Stevenson alternate deputy mayor. These existing-member role changes do not create three new councillors.
Council minutes →Amarapala appointed and sworn in
22-452 appointed Swany Amarapala. He became eligible to vote after taking the oath during the meeting.
Council record →Committee roles are separate: Lucassie resigned as Finance vice-chair December 13, 2019 and remained on Council. Brewster's November 2020 committee vice-chair resignation likewise did not vacate her Council seat.
Housing permits and opening prayers
Council approved permits for 22 and 24 housing units, and directed a moment-of-silence change on a named 4–3 vote. Permit approvals do not prove housing delivery.
Read the decisions →The 2020 budget and tax increase
A three-percent property-tax increase passed 4–1, with Akumalik opposed. Council approved the budget and capital plan separately.
Read the named votes →The Beer and Wine Store vote
The minutes identify four for, three opposed and one abstention, including Bell's expressly recorded vote. These positions were checked against the meeting roster and departures.
Read the record →Landfill and Operations Centre awards
The landfill award passed 2–1, Bell opposed, while Sheppard chaired. Contract authority is separate from final spending and completion.
Read the awards →November 12, 2019 original minutes and registry now establish 29 numbered entries and 24 substantive outcomes. The six-vote tally includes a six-person roster with the chair, so individual support remains unassigned. Its swearing-in section says None. Original November 28 Planning, December 11 Engineering and December 12 Finance minutes are also held. December 10 references Planning #09 without establishing its date in the reviewed source.
May 19, 2020 Planning minutes remain missing. Other posted scans are partial. The 2021 Recreation and Taxi records and several 2022 public committees have limited written evidence. The City's later committee review says no 2022 Taxi meeting was held, despite a scheduled archive entry; that entry remains context only.
The two 2023 Recreation registries are indexed from the City's March 3, 2026 committee review. The February meeting contains procedure only; September recommends a baseball-diamond plan review. Complete named attendance is unavailable. Scheduled but unheld meetings without verified dates are not invented as additional events.
The selected voting index now includes 908 unanimous decisions from 115 outgoing-council meetings in November 2019–October 2023, reconstructed only after reconciling the tally, actual chair, attendance and item-specific exceptions. View the earlier-term votes. The issue index also contains 328 recorded collective outcomes with no individual positions assigned. Named positions, unanimous tally reconstruction and collective outcomes remain distinct. Fawcett's oath, Brewster's and Fawcett's resignation effective dates, duplicate readings, contradictory motion numbers and audio follow-up remain unresolved. Earlier-term figures stay outside current-term attendance, compensation and voting totals.
