DECISIONS AND ISSUES
- Nineteen entries 20-120 to 20-138 include eight substantive outcomes. Newly located eleven-page approved minutes resolve the earlier registry-only attendance gap. Motion counts are unchanged; this is not another meeting.
- 20-129 gave final reading to taxi amendment 893. 20-130/131 supported separate $300,000 Akilliq drainage and utilidor-permafrost applications; 20-132 supported tourism signage; 20-133 supported a $200,000 long-term water application. These are applications, not secured funding or completed projects. Staff described a new water supply and storage target for 2026 when the existing licence would expire.
- 20-134 supported continued Beer and Wine Store operation, 4–3–1: Sheppard, Lucassie, Brewster and Bell for; Nattaq, Awa and Akumalik opposed; Flaherty abstained. Bell’s expressly recorded vote accounts for the eight positions. Flaherty said she expected a verbal item and wanted written wording reflecting responsible-consumption messages.
- Comments about crime, deaths, bootlegging and survey results are attributed discussion, not independent findings or verified causal effects. Council support is separate from territorial authorization to operate the store.
- Lucassie left during committee reports before 20-135. Later six-vote registry tallies match six remaining non-chair members. 20-136 accepted 2019 audited statements and 20-137 approved the amended capital plan after May 5 recommendations; these are not duplicated spending. No elected-member resignation, seat appointment or oath is recorded.
