  1. Motions 22-230 through 22-250 match the registry. Agenda, three prior-minute approvals, two closed-session transitions and adjournment were procedural. Fourteen substantive decisions were recorded. All were unanimous without individual names. Five-for tallies before Bell’s departure and four-for tallies afterward reconcile with Sheppard chairing.
  2. Motion 22-238 authorized a $301,800 plus GST Lake Geraldine dam civil improvements contract with 5581 Nunavut Ltd. The minutes record a reduced scope after an over-budget bid and a question about future work and cost. This is a dam improvement award, not the separate supplemental pumping contract or proof of completion.
  3. Motion 22-249 awarded Colliers Project Leaders engineering support for two years at $300,500 plus GST per year. Bell had left the meeting and must not receive inferred support on this four-for vote. Sheppard remained chair.
  4. Motions 22-245 and 22-246 accepted the 2021 audited financial statements and approved June operating budget amendments following the June 28 Finance recommendations. Motion 22-237 approved repeal of the temporary face-covering bylaw. Council also accepted Akumalik’s resignation effective June 22, called for expressions of interest to fill the vacancy, appointed Smith to Planning chair and Recreation vice chair, deferred the Engineering vice-chair appointment, and appointed Nattaq as a community-engagement representative.
  5. Motions 22-234 through 22-236 record first reading of zoning bylaw 941 and first and second readings of water and sewer development charge bylaw 940. June 28 motions 22-226 and 22-227 already describe readings on those subjects. The apparent repetition is flagged pending clarification. Later zoning readings and bylaw 940 final reading remain separate recorded stages.
