DECISIONS AND ISSUES
- Seventeen entries 19-376 to 19-392 include thirteen substantive decisions or directions. The printed label is Special #02. January 28, 2020 approved these minutes; the meeting is retained once despite numbering differences elsewhere.
- 19-377 increased 2020 garbage rates by one percent. 19-378 increased property taxes by three percent, 4–1: Stevenson, Brewster, Lucassie and Sheppard for; Akumalik opposed. 19-379 renewed a $30,000 payroll-services contract. These are decisions, not proof of final bills or payments.
- 19-380 approved 2020 capital spending; 19-381 accepted the 2020–2024 Capital Plan; 19-382 approved the 2020 budget. Planning and budget authority are not final expenditure or completed projects.
- Lucassie resigned as Finance vice-chair. 19-383 appointed Stevenson to that role on the same named 4–1 split, Akumalik opposed. Lucassie remained a councillor and continued moving and seconding motions; this is not her later October 2020 Council resignation.
- 19-386 authorized SLR Consulting at $35,000 plus completed work up to $25,000. 19-387/388/389 directed mayor-stamp, purchasing-bylaw and purchasing-committee reviews; 19-390 directed Bell to seek legal review. These directions do not establish completed reviews. 19-391 extended Northern Futures to December 31.
