Council Meeting #27

Oct 26, 2021

Minutes audited
Attendance basisBell chaired. Seven names appear in the opening list; Akumalik is omitted there but speaks and is individually named in later votes, so his meeting participation is documented and his arrival time remains unknown. Seven ordinary votes are recorded. Early all-voter reconstruction is held. Stevenson declared a Baffinland conflict and returned after 21-343. Awa abstained on 21-347. Brewster’s resignation was accepted without a stated effective date. Outside current-term totals.

Recorded absent

No absence shown in the quarterly grid.

  1. Eighteen numbered entries 21-334 to 21-351 reconcile with the registry, including 21-343, which had no seconder and is source-labelled Rescinded. Twelve substantive decisions were carried. Agenda, three previous-minute approvals and adjournment are procedural. The unseconded proposal is not counted as an adopted, defeated or reversed support decision.
  2. Motions 21-338 through 21-341 gave first and second readings to acquisition bylaw 919 and disposal bylaw 920 for SK-IQAL-235 (40-2) 21-001. Motion 21-342 gave final reading to acquisition bylaw 915 for Lot 669. Bylaw 916’s final reading was removed from the agenda. Later final readings are separate decisions.
  3. Stevenson declared a conflict on Baffinland’s Phase 2 support-letter item. Motion 21-343 was moved by Sheppard but had no seconder and is marked Rescinded in both sources. No support letter approval or individual for/against vote is inferred. Stevenson returned afterward.
  4. Motion 21-344 approved a 100 percent water rebate for all water customers for October only. Tank-cleaning reimbursement was discussed and requested for a later agenda but was not adopted in this motion. The November rebate later approved December 14 is a separate period and decision.
  5. Motion 21-345 accepted Deputy Mayor Janet Brewster’s resignation after Bell reported receiving her letter following her election as an MLA. The minutes do not state the resignation’s effective date. The acceptance, vacancy and membership uncertainty are recorded without assigning absences before that date.
  6. Motion 21-346 called for expressions of interest with a focus on attracting qualified Inuit female candidates. Flaherty, Sheppard, Akumalik, Awa and Stevenson are named for; Fawcett and Nattaq opposed, a 5–2 vote. Fawcett stated his objection concerned using the prior election’s candidate rankings rather than a new call, not opposition to an Inuit female councillor. The motion did not appoint a new member.
  7. Motion 21-347 appointed Awa deputy mayor. Stevenson, Akumalik, Flaherty, Nattaq, Sheppard and Fawcett are named for; Awa abstained. This changes an existing member’s role rather than adding a Council seat.
  8. Motions 21-348 through 21-350 dealt with three Nunavut Research Institute applications relating to children’s clinic evaluation, food-consumption surveillance and peer-supported health decisions. Each is recorded unanimous with seven votes; approval does not establish completed research.
  9. The opening attendance list omits Akumalik, but the narrative and the named 21-346/347 votes establish his later presence. Early individual attribution remains held pending arrival clarification. The registry URL filename says emergency, while its printed heading and approved minutes identify regular Council #27; the source is linked under the printed identity.
