DECISIONS AND ISSUES
- Twenty-two motions 21-408 to 21-429 match the registry. Agenda, three previous-minute approvals and adjournment are procedural; seventeen numbered motions concern substantive business. No conflict or departure is recorded.
- Motion 21-412 approved fire-truck repairs estimated at $31,592 for the aerial truck and $65,000 for the pumper. The discussion described unloading damage to the new aerial truck and a service limitation beyond the 24-foot ground ladder. Insurance recovery was pending. These are dated 2021 conditions and estimates, not a claim about present service or a confirmed insurance payment.
- Motion 21-413 approved a 100% water and sewer rebate for November 1 to 30. Fawcett, Awa and Flaherty are named in favour; Sheppard opposed. His suggested 50% rebate was not adopted. Discussion of extending relief into December did not change the carried November-only motion. Motion 21-414 authorized a $1,674,830.57 Municipal Request for Assistance funding application, not receipt of that amount.
- Motion 21-415 approved mixed-use property-tax classification and 21-416 approved the 2022 meeting calendar. Discussion of projected tax revenue and a possible mill-rate adjustment is not itself approval of that tax-rate increase.
- Motion 21-417 accepted Fawcett’s resignation with Awa, Flaherty and Sheppard named in favour and Fawcett abstaining. The record then names him as mover or seconder on later business and retains four votes. His attendance is preserved, but individual attribution after 21-417 is held until the effective date is clarified. Motion 21-418 called for expressions of interest to fill two vacancies, including consideration of Inuit female candidates.
- Motion 21-419 included requirements for a draft vaccination bylaw, not enactment. Motions 21-420 and 21-425 gave first and second readings to animal-control bylaw 924; 21-421 and 21-426 did so for fees bylaw 927; 21-424 and 21-427 did so for property-tax classification bylaw 928. Motion 21-428 approved a Bell Let’s Talk flag raising.
- Motions 21-422 and 21-423 identify first readings of General Plan bylaw 925 and Zoning bylaw 926 respectively. Their second readings were removed from the agenda, not defeated. These labels agree with the March 8, 2022 hearing record but conflict with that day’s Council labels; the existing identification discrepancy remains held.
