Recorded absent

No absence shown in the quarterly grid.

  1. Motions 22-98 through 22-121 match the registry: 24 numbered motions and 17 substantive decisions. Agenda adoption, four previous-minute approvals, the added final-reading agenda item and adjournment are procedural. Unanimous substantive results record seven votes for, consistent with eight present and Bell chairing; these are inferred eligible support rather than individually named votes.
  2. Taxi bylaw 936 second reading (22-104) and consolidated fees final reading (22-106) each carried 6–1: Awa, Akumalik, Curley, Quassa, Sheppard and Stevenson for; Nattaq opposed. Taxi final reading 22-109 was separately unanimous. The earlier opposition is not copied into that final vote.
  3. Motion 22-114 to appoint Kimberly Smith was defeated 3–4. Nattaq, Stevenson and Sheppard voted for; Akumalik, Awa, Curley and Quassa opposed. Council then called for expressions of interest in 22-115. Her later appointment is a separate decision; she was not a member at this meeting.
  4. Other decisions included mill-rate bylaw 932, nonprofit tax relief bylaw 935, a snow bucket for $18,275 plus GST, removal of the public vaccination requirement while retaining masks, and a separate workplace vaccination and masking policy with a May 24 review. Council accepted Flaherty’s resignation, corrected a duplicate Recreation appointment, appointed Quassa to Search and Rescue and approved conference delegates.
  5. Motion 22-119 approved DP 22-010 for an 18-unit stacked row dwelling in Joamie with retaining-wall setback and parking-aisle variances. The minutes describe downstream sewer capacity constraints and interim storage pending sewer replacement. This is a permit approval, not confirmation of completed units or current capacity.
  6. Motion 22-120 approved the $150,000 economic development plan funding application recommended April 5. Minute approval 22-102 instead labels that committee meeting March 31; the original committee documents say April 5. Filter media was removed from this agenda and awarded separately April 19.
