  1. Twenty-eight entries 19-348 to 19-375 include sixteen substantive items. Agenda, five minute adoptions, a proposed meeting cancellation, four closed-session transitions and adjournment are procedural. Thirteen printed minute pages and a blank scan page were reviewed.
  2. 19-355 approved a mixed-use permit 6–1: Brewster, Akumalik, Awa, Lucassie, Sheppard and Nattaq for; Stevenson opposed. 19-363/365 approved two stacked-row dwelling developments of 22 and 24 units. Permits and variances do not establish homes completed or water-service capacity delivered.
  3. 19-359 repeats November 29’s SK 19-014 subdivision approval. 19-360 directed QIA land-exchange negotiations, not a concluded exchange. 19-361/366 both record first reading of the same Lot 118 disposal, with Sheppard out under conflict. Repeated readings are not separate land disposals.
  4. 19-367’s January 14 cancellation proposal was defeated 1–6, Nattaq for. That meeting subsequently occurred. 19-368 directed bylaw changes replacing opening prayer with a moment of silence, 4–3: Akumalik, Stevenson, Brewster and Sheppard for; Awa, Nattaq and Lucassie opposed. This is a direction, not proof the bylaw had already changed.
  5. 19-369 appointed Awa to a QIA representative role, not a new Council seat. 19-372 changed excluded-staff benefit providers. No elected-seat resignation or oath is recorded. The City entry’s registry attachment is misnamed with 2021 and contains a minute scan, not a verified registry.
