DECISIONS AND ISSUES
- Motion 22-451 gave third and final reading to Debt Forgiveness Bylaw 945. The signed bylaw forgives its specified non-property-tax debts and prints a Schedule A total of $1,053,672.24. Accounting implementation and the separate compound-interest policy outcome remain unverified.
- Council appointed Swany Amarapala through motion 22-452. He became eligible to vote after taking the oath.
- Motion 22-457 awarded Pilitak Enterprises Ltd. a $769,610 plus GST radio-tower and dispatch-system contract. Curley, Smith, Stevenson and Nattaq voted for; Tilley and Sheppard opposed; Amarapala abstained.
- Five approved or awarded amounts totalled $1,043,309.12 plus GST. This is a City Hall Record calculation, not proof of payment or an official meeting total.
- Administration presented a separate $258,000 change order under motion 22-456, but the adopted motion did not state an amount.
- Members questioned landfill-lagoon work and the over-budget dispatch project. Later completion of the promised analyses and budget report has not been verified.
- Council directed work on Black History calls to action, economic-development reporting, a circular-economy proposal and the Rapid Housing Initiative. These directions do not establish completion.
