  1. Motions 22-361 through 22-389 match the registry. Agenda, four prior-minute approvals, two closed-session transitions and adjournment were procedural. Twenty-one by-law, appointment, project, budget, rate, tax, contract and other decisions were substantive.
  2. Council appointed Awa mayor under 22-369 with Awa abstaining, Sheppard deputy mayor under 22-370, and Stevenson alternative deputy mayor under 22-371 with Quassa abstaining. The first and third motions had four named votes for and one named abstention; Sheppard chaired.
  3. After Sheppard declared a conflict and Stevenson took the chair, council directed renewal of two Plateau subdivision loans under 22-373. The registry lists four votes for. Sheppard again left the chair for 22-375 and 22-376, approving an Apex lot extension and a permit for two semi-detached units with variances. Each records four unanimous votes. These items followed distinct October 18 Planning recommendations.
  4. Council separately directed work toward Apex Bridge Option 3 (22-374), approved a self-storage permit and variances (22-377), and directed the 2023 Housing Action Plan priorities (22-378). A bridge direction is not a construction award; permits and a plan direction do not confirm completed housing.
  5. Council accepted mid-year statements and approved the 2023 operating and capital budgets under 22-379 through 22-381. It approved sanitation, water and sewer, and property-tax increases under 22-382 through 22-384. Each of the three rate or tax motions carried 4–1: Awa, Quassa, Smith and Stevenson for, Tilley opposed. Sheppard chaired. The Finance committee had recommended these separately and unanimously the day before.
  6. Council awarded a $68,500 chief administrative officer search contract under 22-387. Motion 22-388 directed reimbursement for an October 13 Iceland trip by a former mayor. These minutes record the direction, not whether or when repayment later occurred.
