  1. Twenty numbered motions 22-72 through 22-91 match the registry; sixteen concern substantive business. Agenda, two previous-minute approvals and adjournment are procedural. Every motion records seven votes for, unanimously carried. Eligible support is inferred from the tally and roster, not individually named.
  2. Curley and Quassa were sworn in as appointed councillors before the first motion. Their appointment was March 8 in 22-68. Their later participation is not backdated to the applicant presentations or votes at that earlier meeting.
  3. Motions 22-75 through 22-80 gave first and second readings to mill-rate bylaw 932, consolidated fees amendment 933 and nonprofit property-tax relief bylaw 935. The fees discussion corrected a bulk tipping fee from $16.005 to $160.00. Motion 22-81 gave zoning amendment 934 second reading. These are reading stages, not final enactments. Final readings for 932, 933 and 935 are recorded separately April 12; the later stage of 934 is not established by this meeting.
  4. Council appointed Quassa to chair Strategic Planning and Curley to chair the Grievance Committee. Motion 22-84 appointed Akumalik to Recreation; Council later rescinded it in April 12 motion 22-116 because he was already co-chair. Both stages are preserved rather than treating the later correction as another new appointment.
  5. Motion 22-86 awarded Stantec a sole-source owner’s engineer and technical support contract for Arnaitok Arena ice plant upgrades for $48,229.56 plus GST. The stated rationale was missing mechanical, electrical and architectural drawings and the consultant’s site familiarity. Motion 22-87 approved $119,320 plus GST for additional Lift Station 1 cleaning. These approvals are not final paid costs or completed projects.
  6. Council supported a cod fishing tournament lottery licence application, authorized a $7,600 Sport Nunavut facility-improvement application, and carried two Nunavut Research Institute application items concerning family healing and online Inuit entrepreneurship. The latter motions repeat application titles without an explicit approval verb; they are not represented as research licences issued by Council.
  7. In the enforcement discussion, Awa asked about 911. Administration said implementation required the territorial government and reported an understanding that infrastructure would not be available for quite some time. This is a March 2022 attributed response, not a current service-status determination or a Council vote to reject 911. The Housing Task Force item remained tabled with no update.
