  1. Motions 22-209 through 22-229 match the registry. Agenda, three previous-minute approvals and adjournment were procedural. Sixteen substantive decisions were recorded. Unanimous registry motions have three votes for without individually named positions; the landfill vote has a named split.
  2. Motion 22-219 awarded Nunavut Excavating the landfill construction contract for $11,737,000 plus GST on a named 2–1 vote: Quassa and Stevenson for; Bell opposed. Sheppard chaired. This is the landfill component, separate from the later waste transfer station award, and not proof of final spending or completed work.
  3. Motion 22-218 awarded Pilitak Enterprises the Operations Centre construction contract for $22,226,700 plus GST. The minutes discuss removing a garage retrofit, re-tendering and funding uncertainty; the carried motion remains a contract award. Motion 22-224 separately approved its development permit. These are different authorities for the same project, not two construction awards.
  4. Motion 22-214 appointed Kimberly Smith after a ranked candidate ballot; the minutes do not publish individual ballot rankings. The three-for registry tally is for the subsequent appointment motion, not the ranked ballot. Motion 22-213 renamed Federal Road to Sivumugiaq Street with ten orange signs recognizing children in residential schools.
  5. Other awards included $68,480 plus GST for water-treatment chemical safety assessment and training, $377,000 plus GST for reheat station repairs, $339,594 plus GST for drainage design phases 1 to 3, and $284,750 plus GST for Arnaitok Complex air handling and duct cleaning. Drainage phases 4 and 5 were conditional on future budget funding. Motion 22-221 approved a $65,000 utilidor upgrade change request. None establishes final invoices or completion.
  6. Motions 22-225 through 22-227 acted on June 21 planning recommendations for a duplex conversion, cannabis zoning first reading and water and sewer development charge readings. July 12 records first readings again under 22-234 and 22-235 and a second reading under 22-236. The apparent repeated stages are preserved and flagged rather than merged or silently corrected. Governance training was deferred until after the 2023 election, acting CAO authority was approved, and a research application was carried.
  7. The planned closed session was not held because the minutes state there was no quorum in Council Chambers. No closed-session decision is invented. The public session includes Bell remotely and its registry tallies reconcile with Sheppard chairing.
