Voting index updated October 12, 2026
The newly checked October 6 registry adds GP 26-55, the Heritage Centre advocacy recommendation, as a collective outcome with no individual ballots assigned. Chair labels for non-tied committee motions are corrected following the October 12 practice clarification.
Each numbered motion is one entry. Three pairs of bylaw readings were previously grouped: 24-100 and 24-101, 25-04 and 25-10, and 25-207 and 25-210. Their separate named ballots are now counted separately. A reconsideration remains a separate voting event.

Motion totals are not member ballot totals. Council and committee/board records are separate in every term and issue comparison. Collective outcomes add no member ballots. The chair votes only to decide a tie. Non-tied chairing adds no member ballot, and complete individual committee totals remain unestablished.
Awa’s earlier-term record includes his service as councillor and later mayor. The original minutes identify Sheppard as chair on October 25, 2022, March 28 and August 22, 2023; Smith on March 14; and Stevenson on May 23. Those meetings account for his 68 indexed positions from the appointment meeting onward. Chairing without a vote is excluded.

184 unanimous reconstructions, with 1,091 supporting positions, and three collective outcomes with no member attribution.
Kept in the source inventory; no additional index entry or member support is assigned while remaining stage or ballot checks are incomplete.
The signed versions of 1020 and 1021 date first and second readings August 5, 2025 and final readings September 9. The City Clerk explains that July 8 motion 25-159 accepted the committee recommendation and authorized the bylaws to proceed to Council readings. It did not complete all three readings on July 8. The signed bylaw dates establish the actual reading dates. This resolves the wording question; individual positions on the six later reading motions remain outside the index until their source and ballot checks are completed.
The other 83 are procedural: agenda changes, prior minutes, session transitions, adjournments and permissions to debate or give a later reading. Separate permission and actual adoption are not counted as two substantive decisions. The substantive inventory includes the ten held stages. The October 8 audit separates the three previously grouped pairs of named readings so each numbered reading counts once.
Unanimous support uses the original minute roster, numeric registry tally, actual chair and item-specific conflicts or departures. Moving or seconding alone does not establish support. No new audio audit, question count, statement count, attendance-report total or historical-vote change is claimed.
The indexed 2024 Council written voting sources have now been reviewed. The indexed 2024 and 2025 committee written voting sources are also reviewed. Other committee years and unresolved attribution and audio work remain. These selected totals are not full-term voting percentages or measures of effectiveness. Explore current-term votes by issue →

The DP 25-009 / SK 25-005 matter was not dealt with because Tilley’s conflict left no quorum; no vote is invented. April 25-91 is already indexed with its recorded defeated outcome; its For-column discrepancy remains unresolved.

The existing January and February named tallies expressly include Awa even though no tie is shown. April’s defeated 25-91 still conflicts with the registry’s For column. Those named records are preserved, not rewritten to fit an assumed rule. Missing minute headers for June’s 25-142 and July’s procedural 25-145/146 are reconciled against the registries.
March 11’s old summary said Governance and Priorities appointments were deferred. Carried motion 25-50 appoints Stevenson chair, Sheppard vice-chair, and Smith, Flaherty and Kunuk regular members; the summary is corrected against the operative motion.
