Selected voting entries. Individual attribution remains partial.

All indexed written voting sources reviewed, with attribution limits.

This batch covers 28 records and reconciles 151 registry entries: 74 substantive voted entries, including three existing named votes; 75 procedural entries; and two items that did not reach a vote. The 71 additions preserve collective outcomes with empty individual positions. Attendance or moving and seconding a motion does not establish how each person voted.

The preceding ten-meeting Planning and Finance review includes the November 2025 deferral and reconsideration votes. The 2026 committee and board written sources are now reviewed through September. Earlier committee years, audio verification and unresolved attribution remain separate work.

Romeyn Stevenson was appointed Board of Revision chair for 2024 on May 2, 2024, and for 2025 on May 1, 2025. These annual board-chair appointments are distinct from his Council seat. This batch found no additional mayor or councillor seat appointment or resignation.

Smith is now identified as chair without a vote on the existing March 2024 PD 24-12 and PD 24-13 entries. The November PD 24-64 entry now identifies Flaherty as chair without a vote and Smith and Kunuk as absent. Their named supporting and opposing ballots are unchanged. Item-specific conflict departures and returns are documented below; collective outcomes add no individual votes.

The index includes committee recommendations on budgets, housing and zoning, land permits, taxi fares and community safety, plus board assessment and appeal decisions. Recommendations are labelled separately from Council approvals, and board decisions have their own stage in the issue explorer.

June 2024 PD 24-35 deferred LUP 24-004 and directed investigation of explosives storage, a penalty and a follow-up report. The July 10 approved Council minutes now match the report-back: staff reported that a $2,500 fine had been issued and immediately paid. Council then unanimously approved the permit under 24-195. The payment statement is attributed to staff in the minutes; no separate receipt or ledger has been inspected.

November 2025 GP 25-10 recommends replacing the Public Safety Committee with an internal interagency Administration working group. A carried recommendation does not establish implementation.

FIN 24-04 proposed increasing the parks, playgrounds and ballfields budget from $30,000 to $50,000 but was withdrawn. The June land-permit proposal PD 24-XX died without a seconder. Neither is counted as a vote.

The November 6, 2025 Governance minutes and registry have been recovered, and the April 16, 2024 Planning minute link has been repaired. Three 2025 minute sets, Taxi Review on March 13, Economic Development on October 30 and Recreation on November 20, are official unsigned records with chair or vice-chair and Administration accuracy confirmation. They were not formally approved following committee restructuring.

Approved minutes for the October 23, 2024 Development Appeal Board hearing remain unavailable pending a subsequent sitting. The official registry establishes the unanimous DAB 24-05 outcome upholding Council’s DP 24-039 decision for a home-based daycare. The linked hearing agenda provides context and is not minutes. No individual board vote is inferred.
