2025 Planning and Finance committee votes

Original approved minutes and motion registries checked October 5, 2026 for all eight indexed Planning and Development meetings and both indexed Finance meetings. Committee recommendations and committee decisions are labelled separately from later Council approvals.

Four named vote events and 38 collective outcomes.

Meetings reviewed10

Eight Planning and two Finance meetings.

Current-term index800

Selected voting entries across years and committees.

67 numbered motion IDs reconciled.

46 IDs contain substantive votes; PD 25-56 was voted on twice, giving 47 substantive vote events. Of those events, 42 are additions and five were already indexed. Twenty agenda and adjournment votes are procedural. PD 25-58 was taken up without a vote and contributes no member positions.

Collective outcomes have empty individual positions. The unanimous committee records do not supply numeric tallies, so attendance alone is not used to assign support. These 38 additions appear in the issue index and add nothing to individual voting totals.

On November 18, the proposed deferral for development permit DP 25-021 and its density variance first failed 2-4. Stevenson and Awa supported deferral; Tilley, Sheppard, Kunuk and Nattaq opposed it. The approval recommendation then failed 2-4, supported by Tilley and Sheppard and opposed by Kunuk, Nattaq, Stevenson and Awa.

The committee took up reconsideration without voting on PD 25-58. The final vote on PD 25-56 passed 5-1: Stevenson, Sheppard, Kunuk, Nattaq and Awa supported the deferral; Tilley opposed it. The official record describes the reconsideration process as irregular but unchallenged. Both votes on PD 25-56 remain visible, with the final event marked reconsidered. This records a change in voting position, not two separate housing projects.

Meeting and approved minutes

The March 18 record identifies Harry Flaherty as chair and Samuel Tilley as absent. Their participation labels on the existing PD 25-08 entry have been corrected from absent and not in office respectively. Its five named supporting positions and Awa opposition are unchanged.

Sheppard left for PD 25-06 in March; PD 25-18, PD 25-23 and PD 25-24 in May; PD 25-30 through PD 25-33 in June; and PD 25-40 through PD 25-42 in August. Tilley left for PD 25-36 in August. The minutes record their returns after the affected items. These collective entries do not assign votes to members who declared conflicts.

Smith chaired the January, April, June, August and October Planning meetings. Flaherty chaired the March, May and November Planning meetings. Sheppard chaired both Finance meetings. Matshazi was not in office during these reviewed meetings and receives no voting participation. This batch found no additional mayor or councillor appointment or resignation decisions.

The additions include land-use and quarry permits, housing and zoning proposals, construction extensions, development-charge exemptions, West 40 planning and pricing, the 2026 capital and operating budgets and recommended property-tax relief. A carried committee recommendation establishes that recommendation. It does not establish final Council approval, money paid, a completed building or a transferred parcel.

April motions PD 25-12, PD 25-13 and PD 25-15 are committee deferral or referral decisions. The November votes on PD 25-56 are deferral decisions; PD 25-57 is a defeated approval recommendation. The issue index keeps these stages distinct from Council votes on related matters.
