56 unanimous Council reconstructions and eight collective committee outcomes.
The opening current-term Council record: November and December 2023
Original minutes and registries checked October 4, 2026 for all three indexed Council meetings after the new term opened, plus November 21’s Planning committee. These entries belong to the current term; earlier 2023 Council records remain in the separate historical term.
Selected voting records across years and committees.
Apparent first-reading repetition needs source clarification.
67 substantive voted entries and 14 procedural entries. The substantive inventory is 64 additions, the existing named defeated PD 23-67 and two cross-year holds. All 569 existing current-term vote entries and 1,360 historical entries are preserved.
The new Council entries contain 348 reconstructed supporting positions. They include 26 appointments to committee leadership, boards and representation at the opening meeting. These are governance decisions, not 26 spending or construction achievements. Counts describe selected votes, not effectiveness or full-term participation percentages.
Smith and Stevenson were sworn in before November 14’s first numbered vote. Awa chaired that meeting and November 28. Smith chaired the November 21 committee and December 12 Council meeting. December’s six unanimous Council votes per item reconcile with the six councillors and Smith as chair; Awa was absent.
On November 28 motion 23-367, Smith declared a conflict and left for the vacant-seat matter, returning before correspondence. That tally has four voters; the other substantive items have five under Awa as chair. The motion directs development of a vacancy policy and does not itself appoint anyone.
Aglukark and Matshazi were not in office during these reviewed meetings. No support or absence is assigned to them. The November 14 acceptance of Anawak’s resignation is recorded as its own decision; no unrecorded voting participation by him is inferred.
PD 23-68 through PD 23-75 are verified unanimous outcomes, but the registry has no numeric unanimous tallies. These eight entries are collective results with empty individual positions and no contribution to member totals. The six named positions on the separate defeated PD 23-67 do not establish participation on every later item.
PD 23-68 refers an application for soil-contamination analysis; PD 23-75 defers two reports. They are committee decisions. The other six are recommendations to Council. Subsequent Council directions are distinct decisions, not proof that recommended projects were built, land was finally transferred or funds were spent.
December’s operative first-reading wording appears again in existing 2024 Council entries. The inventory preserves the earlier decisions while withholding extra indexed support. A changed draft or formal-stage explanation is possible, but is not established from these records. The existing 24-109 and combined 24-258 entries remain unchanged.
23-383
December 12 gives General Plan and Zoning first readings for Lots 903–905, Plan 2996 and removes the Federal Road overlay. Existing indexed April 23 motion 24-109 records the same apparent first-reading stage. The earlier compound motion is retained here as a cross-year clarification hold; no additional indexed support is assigned while the sequence or draft revision remains unestablished.
Original meeting and sources23-386
December 12 gives first reading to Development Agreement Cost-Sharing By-law 972, with developer consultation before that reading. Existing indexed August 27 motion 24-258 gives all three readings, including first reading. The earlier entry remains a clarification hold pending the draft and formal-stage sequence; the existing combined reading stays grouped.

The registry gives unanimous outcomes but no numeric tallies for PD 23-68 through PD 23-75. These eight additions remain collective results with no individual positions. The existing named defeated PD 23-67 is preserved. Recommendations are distinct from later Council approvals; referral and deferral are committee decisions.
Council Meeting #20

Original approved minutes. Official motion registry.
Smith and Stevenson were sworn in before the numbered agenda vote. The opening roster has eight participants, with Awa chairing and seven votes. The batch contains 26 committee/officer/representative appointments at this meeting; these are governance decisions, not 26 infrastructure or spending outcomes. Anawak’s resignation acceptance is a separate voted decision.
Written Council voting sources for the indexed current-term 2023, 2024, 2025 and 2026 meetings have now been reviewed. The indexed 2024 and 2025 committees and boards also have a written voting-source review. Other committee years, audio verification and the stated source/attribution holds remain separate work.
