The chair votes only to decide a tie
On the recorded non-tied committee motions, the chair is labelled “Chair, no vote” and excluded from the vote totals. A tied result requires source evidence of the chair’s deciding position. Named ballots are preserved, including any apparent source discrepancy, rather than changed to fit an assumed result.
Updated October 12, 2026 following Kenny Bell’s clarification of committee chair practice. The earlier “ballot unassigned” description for these non-tied chair entries has been corrected.
