  1. Three entries 20-84 to 20-86 include one substantive direction. 20-85 approved a public announcement urging non-essential visitors to delay travel and residents to consider postponing travel outside Nunavut. This was advice, not a municipal border closure or declaration of emergency.
  2. The proposed closed item was moved into public new business; no closed-session motion is recorded. The complete three-page minute copy is in the May 12 Council package with a blank approval line; May 12 registry 20-122 records later adoption.
  3. The announcement is separate from territorial travel rules and from evidence of compliance. No elected-seat change is recorded.
