DECISIONS AND ISSUES
- Five entries 20-91 to 20-95 include three substantive decisions. 20-92 gave final reading to Property Tax Extension By-law 891 after April 3’s first and second readings.
- 20-93 approved a negotiated twenty-year QEC district-heat agreement for the Aquatic Centre, Water Treatment Plant, Booster Station and Reheat Station. Staff estimated a 25% annual fuel saving of $150,000 and described an available $375,000 grant. These are projected benefits and available funding, not verified realized savings or receipt of a grant.
- 20-94 allocated $500,000 in COVID homelessness-response funding: Uquutaq $200,000, YWCA $105,000, Food Centre $46,200 and contingency $148,800. Allocations are not proof of payment. May 20 later approved $50,000 from that contingency for Tukisigiarvik; do not add it as a new independent $50,000 funding source.
- The agenda filename says April 4, but approved minutes consistently identify April 6. No Council membership change is recorded.
- The uploaded registry uses motion numbers one greater than the approved minutes: tax final reading 20-93 versus minute 20-92, district heat 20-94 versus 20-93 and emergency homelessness funds 20-95 versus 20-94. Minute IDs are retained with the discrepancy flagged; no individual support is reconstructed.
