DECISIONS AND ISSUES
- Four entries FIN20-01 to FIN20-04 include two substantive recommendations: accepting the 2019 audited financial statements and approving the amended 2020 Capital Spending Plan. Council separately acted May 12 under 20-136/137. The property-tax inequity delegation was removed.
- The file in the archive’s motion-registry column is another copy of minutes, not a numerical vote registry. The other filename says COW 02, but its printed title and content identify Finance #01 on May 5. These copies count as one meeting.
- Councillors described a strong 2019 position; that assessment is attributed, not a fresh financial audit. The minutes call the statements audited while saying pandemic conditions prevented an auditor review at this meeting. This wording does not establish that the accounts were unaudited.
- Staff corrected the Minor Equipment Reserve figure to $140,169 and described dam investigation, waterline, solid-waste, facility and road plans. Proposed paving and design dates are not completed works. Engineering and Public Works recruitment concerned staff positions, not Council seats.
