  1. Six entries 20-139 to 20-144 include four substantive decisions. 20-140 awarded Hay River Heavy Truck Sales one water truck and one sewer truck, $487,960 plus GST, FOB Port of Valleyfield. 20-143 awarded Toromont Arctic one loader and one grader, $757,235 plus GST. These are awards, not verified delivery or final expenditure.
  2. 20-141 approved $50,000 from the Reaching Home COVID contingency for Tukisigiarvik’s hygiene program. It uses previously allocated contingency rather than establishing an additional independent funding envelope.
  3. 20-142 approved forwarding the City’s critical infrastructure list for territorial public-health approval to bring workers into Iqaluit. Staff listed seven water projects, two sewer projects, two landfill projects, bridge inspection and City Hall generator grounding. Council’s action did not itself provide public-health approval or prove construction.
  4. Bell questioned the years taken to connect the generator. Staff said it had been purchased without prior electrical engineering and that grounding issues remained before connection could provide emergency power to City Hall and the fire hall. This is a dated staff explanation; it does not establish the generator’s current status or an independent finding of misconduct.
  5. No mayor or councillor resignation, seat appointment or oath is recorded in these minutes.
