DECISIONS AND ISSUES
- Fifteen entries 20-195 to 20-209 include eleven substantive items. Agenda, two minute approvals and adjournment are procedural. Sheppard’s conflicts reduce 20-199/201 from seven to six votes.
- 20-198/199/200/201 gave first and second readings to 895/896, despite June 23 motions bundling all three readings. July 28 final readings are also recorded. Individual attribution and legal stage completion on these overlapping readings remain held.
- 20-202/203 gave final readings to amendments 889/890. 20-204 changed traffic schedules; 20-205 approved a Nunavut staycation incentive of one bonus staff day for every four vacation days, capped at four through December 31. This is a staff benefit, not Council remuneration.
- 20-206 reallocated $10,000 wellness funding; 20-207 allocated Reaching Home funds. 20-208 awarded Nunami Stantec sole-source owner’s engineering support for AV253-to-WWTP construction for $152,700 plus GST. This supports the June 30 construction award but is a distinct contract and not completed work.
