DECISIONS AND ISSUES
- Thirty-one entries 20-297 to 20-327 include twenty-three substantive items. Agenda, four minute approvals, closed-session transitions and adjournment are procedural. The registry retains seven votes on closed-session transitions despite Flaherty’s recorded departure; those individual positions are held.
- 20-326 officially reprimanded Lucassie and demanded her immediate resignation. Nattaq, Sheppard, Awa, Akumalik, Stevenson, Brewster and Flaherty are named for. The demand itself did not establish a resignation or removal; the City’s November 2 notice subsequently reported her resignation on October 14.
- 20-302 approved Housing Task Force terms; 20-303 referred consultant-support funding to Finance. 20-309 supported an Akulirmiut application for an 18-unit Joamie affordable-housing proposal. A support letter does not establish funding received or construction approved.
- 20-304 gave first reading to 901, 6–1, Stevenson opposed; Brewster, Akumalik, Flaherty, Nattaq, Sheppard and Awa for. 20-305/306 recorded first readings of 902/903, overlapping September 22 entries. 20-307 gave second reading to 897 and 20-308 final reading to 904.
- 20-312 approved a $28,240 plus GST Fire Hall and arena change order. 20-313 to 20-320 adopt or direct the Finance tax, policy-review, midyear-statement, staffing, COVID-budget and funeral-policy items; recommendations are not counted as the same Council decision.
- 20-324 awarded EXP Phase 1 sewer-upgrade AV211–AV205 professional services at $313,700 plus GST. 20-325 awarded EXP Phase 1 utilidor distribution professional services at $286,000 plus GST. Later phases depended on future funding; neither award proves completed construction.
