DECISIONS AND ISSUES
- Twenty-five entries 20-346 to 20-370 include eighteen substantive items. Agenda, three minute approvals, closed-session transitions and adjournment are procedural. Fawcett participated, but the minutes do not explicitly document an oath.
- Brewster resigned as Strategic Planning and Economic Development vice chair, not as councillor or deputy mayor. 20-355 appointed Fawcett vice chair. 20-353 appointed Akumalik Recreation vice chair and 20-354 Brewster Grievance chair. Committee roles do not change Council-seat eligibility.
- 20-350/351 gave first and second readings to enforcement-officer By-law 905. 20-352 amended fireworks schedules for Diwali and a location behind the AWG arena; the discussion contains differing interpretations of the amendment process, not a verified legal ruling. 20-356 reallocated $11,000 in economic-development funding.
- 20-357 awarded 5581 Nunavut the foundation and steel structure work at $576,232 plus GST, with an additional $340,645 project allocation. 20-358 separately awarded the AV9A–MH8 pipeline at $497,425 plus GST with $24,871.25 contingency. Allocations, awards and final spending are distinct.
- 20-360 approved the storage permit and $9,266 invoice. 20-361 corrected the land-use fee to $16,147. 20-362 approved SK20-009, 4–3: Akumalik, Fawcett, Awa and Bell for; Brewster, Stevenson and Flaherty opposed; Sheppard outside for his conflict. This Council vote differs from November 5’s committee vote.
- 20-363 appointed a Development Officer and 20-364 approved the planning contract. 20-367 named Nunami Stantec wastewater-treatment engineer of record; 20-368 approved generator design, not a generator purchase; 20-369 awarded the Audio Video Supply Contract to Aligned Vision Group at $188,022 plus GST, separate from water or sewer works.
