  1. Nine entries FIN20-14 to FIN20-22 include seven substantive recommendations. Printed pages 2, 4 and 6 are missing from the posted minutes. Missing discussion and individual positions are not reconstructed from the registry.
  2. FIN20-15/16/17 recommended reserve transfers, the operating budget with enforcement staffing, and the capital budget with website and Fire Master Plan allocations. FIN20-18/19 recommended three percent sanitation and one percent property-tax increases.
  3. FIN20-20 recommended residential and commercial water call-out fees of $350 and $450. The missing discussion page prevents a full named-vote reconstruction. FIN20-21 recommended researching removal of compound interest, 5–2: Stevenson, Akumalik, Awa, Flaherty and Fawcett for; Bell and Brewster opposed.
  4. The available budget presentation says infrastructure needs exceeded the capital budget, Apex pumping was a stopgap and funding was needed for long-term water supply and sewer capacity. It describes the sewer system as over capacity. These are dated staff statements; they do not establish a new funding agreement.
  5. The presentation refers to a Budget Priorities Workshop whose separate record is not yet identified. The workshop is queued for source reconciliation rather than invented as another meeting.
