Council Meeting #33
Dec 8, 2020
Kenny Bell · Janet Brewster · Romeyn Stevenson · Joanasie Akumalik · Sheila Flaherty · Simon Nattaq · Kyle Sheppard · Solomon Awa · John Fawcett
No absence shown in the quarterly grid.
- Twelve entries 20-392 to 20-403 include seven substantive items. Agenda, one minute approval, closed-session transitions and adjournment are procedural. Final reading of mill-rate amendment 906 was removed from the agenda, not defeated; it occurs January 26, 2021.
- 20-394 gave final reading to fees amendment 907, 6–2: Sheppard, Stevenson, Fawcett, Flaherty, Awa and Nattaq for; Brewster and Akumalik opposed.
- 20-395 directed NTI’s $50,000 flow-through contribution, less administration, to the Youth Foundation. 20-396 approved presented COVID allocations with Akumalik outside for conflict. The additional Reaching Home total is $1,308,196, but the listed $470,000, $100,000, $85,000 and $150,000 allocations sum to $805,000, leaving $503,196 unexplained in this excerpt. This is a source reconciliation gap, not a finding of missing money.
- Other presented amounts include $27,000 remaining food funding split $20,000 to Qajuqturvik and $7,000 to Tukisigiarvik, and $23,800 remaining Reaching Home funding to Uquutaq. Staff said the $150,000 task-force allocation was additional to an earlier $100,000 budget. Appropriations are not treated as payments.
- 20-397 approved 1,000 branded masks for $4,345 including tax and shipping, 6–2: Akumalik, Stevenson, Nattaq, Fawcett, Flaherty and Awa for; Sheppard and Brewster opposed.
- 20-398 chose to pursue an excavated and bermed, hydraulically independent water-storage reservoir near Lake Geraldine. The staff estimate was $64,325,000 and the motion used $64 million. Sheppard expressly said no money was committed at this stage. This is an option-selection direction, not a construction award or funded completion.
- 20-399 approved $100,000 for City Hall Phase 3. A prior $26,996 HVAC change order and an estimated $20,000 access-control item are separate amounts. 20-400 approved a flag raising.
