  1. Sixteen numbered entries 21-01 to 21-16 include ten substantive items. Agenda, two minute approvals, closed-session transitions and adjournment are procedural. No Council appointment or oath is recorded.
  2. 21-04/05 gave first readings to housekeeping General Plan and zoning amendments 898/899. 21-06 gave final reading to the 2021 mill-rate amendment 906. These reading stages are distinct from later hearings and approvals.
  3. 21-07 directed staff to follow the extent of the law to have the dog that bit a child euthanized. Bell expressly supported it but was not required to vote. This direction does not establish that the dog was destroyed; February 23 staff reported the fine had been paid and the file closed.
  4. 21-08 approved the calendar and authorized mayoral changes by a named 6–2 vote: Brewster, Stevenson, Flaherty, Nattaq, Sheppard and Fawcett for; Akumalik and Awa opposed. 21-09 approved an elder lighting a Qulliq at the first Council meeting each year.
  5. 21-10 directed an alternative vehicle-disposal RFP. 21-11 awarded Arnaitok accessibility upgrades to Pilitak at $1,287,700 plus GST. Staff described $100,000 City funding, $1 million approved program funding and a $245,000 amendment still pending; these are distinct from the award and final spending.
  6. 21-12 supported a food-security research application. 21-13 approved a Girl Guides World Thinking Day display by a named 7–1 vote, Stevenson opposed. Housing-task-force discussion gave no construction approval or completed housing count.
