DECISIONS AND ISSUES
- Thirteen numbered registry entries PD21-13 to PD21-25 include ten substantive items. The registry PDF also contains February 16 entries, which are excluded here. A withdrawn PD21-XX proposal and an unnumbered SK 20-014 referral add no numbered votes.
- PD21-14 recommended first and second readings of land-disposal 912. PD21-15 recommended five stacked dwellings with a density variance. PD21-16 recommended a cold-storage addition while Flaherty was outside for a conflict. PD21-17 recommended one duplex, correcting February’s report error; PD21-18 returned SK 20-012 for review; PD21-19 recommended SK 20-013.
- PD21-20 recommended DP 20-045, a four-storey mixed-use building and height variance, with public consultation added. Bell, Brewster, Stevenson, Flaherty, Awa and Fawcett are named for; Sheppard opposed, 6–1. The opening declaration refers to a Sheppard conflict for DP 20-045, but he is explicitly recorded voting on it; the later departure is for DP 20-068. The mismatch is held.
- Water-pressure testing remained pending for DP 20-045; residents described pressure and snow concerns. PD21-21 admitted an elders’ delegation and is procedural. Council on March 23 ordered a hearing rather than immediately approving the permit.
- PD21-22 recommended revising DP 20-068 sewer conditions to retain an appropriately sized holding tank and alarms with City pump-outs, dropping the timed-release requirement. Sheppard left for this conflict and returned. Staff said AV209 to AV211 upgrades expected in December2020 were unfinished and anticipated December 2023.
- PD21-23 recommended an Astro Hill condition revision for another holding tank. Staff described main sewers at capacity and an expected December 2024 upgrade for that section. PD21-24 recommended shelter consultation. These dated forecasts are not completion evidence or present capacity findings.
