DECISIONS AND ISSUES
- Twenty-one entries 21-68 to 21-88 include sixteen substantive items. First meeting in the new Council Chambers, with Qulliq lighting at 6:00 and formal opening at 6:22 p.m. Nattaq absent.
- 21-72/74 gave first and second readings to enforcement-appointment 913. 21-73/75 gave first and second readings to land-disposal 912, repeated in the combined 21-79. Both source entries remain recorded, not counted as separate land transactions.
- 21-76 approved Public Safety terms of reference as amended. 21-77/78 appointed Bell chair and Brewster vice chair of that committee; these were existing elected members, not new Council seats.
- 21-80 approved five stacked dwellings and a density variance under DP 20-012. 21-81 approved the cold-storage addition while Flaherty was outside for a conflict. 21-82/83 approved a duplex variance and SK 20-013.
- 21-84 ordered a DP 20-045 public hearing with area invitations by a named 4–3 vote: Stevenson, Akumalik, Fawcett and Flaherty for; Sheppard, Brewster and Awa opposed. Council did not approve the development through this motion. The discussion distinguished consultation from a hearing and debated whether the height variance required another process.
- 21-85 approved revised DP 20-068 conditions while Sheppard was outside for a conflict. 21-86 carries the source wording Committee recommends to Council for the Astro Hill condition revision even though it appears in Council minutes; the wording is preserved. 21-87 ordered shelter consultation, later reconsidered on April 27 under 21-122/123.
