Council Meeting #07
Apr 27, 2021
Kenny Bell · Janet Brewster · Romeyn Stevenson · Joanasie Akumalik · Sheila Flaherty · Simon Nattaq · Kyle Sheppard · Solomon Awa · John Fawcett
No absence shown in the quarterly grid.
- Twenty-six numbered entries 21-110 to 21-135 match the registry, with twenty substantive items. Agenda, four minute approvals and adjournment are procedural. Swearing-in refers to municipal enforcement employees on April 7, not councillor appointments.
- 21-115 gave final reading to property-tax exemption bylaw 914. 21-116 appointed a development officer effective May 9 for two years, not a new Council member. 21-117 awarded $391,000 plus GST for scrap removal after the scope was reduced to fit the budget. 21-120 awarded $664,200 plus GST for a loader and excavator, with remaining procurement by invitation.
- 21-118 awarded a $116,000 Stantec change order for utilidor administration and supervision. 21-119 awarded Tower Arctic $2,337,675 plus GST for MH22 to MH19A and MH30 to MH32 pipeline upgrades. Awards do not establish completion, final spending or added reservoir storage.
- 21-121 accepted the 2020 Annual Water Report; later 21-126 tabled that same report. Both source entries are preserved without inventing a reversal. Sheppard asked for Unnamed Lake test results that were not included; staff said a fuller report and consultation would follow.
- 21-122 reconsidered shelter motion 21-87 by a named 5–1 vote: Flaherty, Akumalik, Fawcett, Awa and Nattaq for; Brewster opposed. Stevenson disconnected and Sheppard was outside for a conflict. 21-123 then ordered a hearing offering verbal, written and telephone participation. Brewster explained that she thought earlier consultation sufficient, not that she opposed residents being heard.
- 21-124 authorized FCM participation. 21-125 accepted the Recreation report, which recommended the master plan; it is distinct from explicit master-plan adoption on October 12. 21-127 made Operations Centre construction conditional on securing remaining funding. 21-128 to 21-130 approved surveys; 21-130 prints SK 20-107 alongside Sketch 20-017, an identifier discrepancy held for clarification.
- 21-131 removed the taxi livery-licence limit, with new applications still requiring review and Council approval. Brewster, Flaherty, Nattaq, Sheppard, Awa and Fawcett are named for; Akumalik opposed, 6–1. 21-132 referred the draft taxi bylaw back; 21-133 allowed twice-yearly mechanical self-inspections with spot-check discussion. These are historical decisions, not current taxi-law advice. 21-134 proclaimed the anti-Asian racism action day.
