Recorded absent

No absence shown in the quarterly grid.

  1. Ten numbered entries 21-140 to 21-149 match the registry, with six substantive items. Early vote attribution is held where the narrative arrival marker and tally boundary do not establish exact timing.
  2. 21-143 directed affordable additional internet access for councillors during COVID-19, carried 5–3. Fawcett, Sheppard, Stevenson, Flaherty and Awa are named for; Brewster, Akumalik and Nattaq opposed. Discussion identified unreliable internet and interpretation limitations on telephone-only access. The decision does not approve a universal monthly allowance.
  3. 21-144 approved $340,000 COVID response allocations: $155,000 Uquutaq, $65,000 Tukisigiarvik, $65,000 Qajuqturvik and $55,000 YWCA. Allocations are not certified final recipient spending.
  4. 21-145 approved remaining fire-hall generator work, described by staff at an estimated $69,000. 21-146 approved critical projects while deferring fire-hall renovation, waste-transfer building and fire-training retrofit construction amid COVID costs and supply constraints.
  5. 21-147 deferred the AV211 to AV205 sewer upgrade for retendering in 2022. Staff reported bids significantly over budget, a $4.4-million overall budget and $3.7 million available for construction before contingency. Deferral maintained existing sewer capacity and staff said new buildings would require holding tanks, pump-outs or timed release. This is a dated capacity constraint, not a current system assessment.
  6. 21-148 extended the COVID emergency effective midnight May 12. The meeting ran from 6:00 to 6:53 p.m.
