Special Council Meeting #12
May 27, 2021
Kenny Bell · Janet Brewster · Romeyn Stevenson · Joanasie Akumalik · Sheila Flaherty · Simon Nattaq · Kyle Sheppard · Solomon Awa · John Fawcett
No absence shown in the quarterly grid.
- Seventeen numbered entries 21-156 to 21-172 match the registry. Twelve substantive decisions exclude agenda, three minute approvals and adjournment. The agenda’s meeting number was corrected from 11 to 12. Motion 21-169 appears earlier in narrative order; its printed identifier is preserved.
- 21-160 supported solar power generally, following purchasing concerns, not an exclusive supplier or untendered installation commitment. 21-161 supported the drive-in Indigenous Peoples Day concert with specified City assistance, subject to public-health approval discussed at the meeting.
- 21-162 awarded EXP $252,446 plus 10 percent contingency for AV205 to AV305 sewer design, with Phase 2 tied to construction proceeding. Staff separately reported a $6,000 special-circumstances Stantec contract to compile long-term water-source studies; that report is not a new numbered Council award here.
- 21-163 approved a $1,334,645 plus GST aerial truck. Proposed October delivery and discussion of reach are not proof of delivery or authorization for nine-storey buildings.
- 21-164/165 recorded first and second readings for land-acquisition bylaws 915/916 while Bell was out and Brewster chaired. June 8 later repeats those readings as 21-176 to 21-179. Both records stay visible pending clarification; June 22 removed final readings from its agenda.
- 21-166 accepted only environmentally cleared airport land, with lease protections; it did not authorize accepting uncleared contaminated land. 21-167 extended construction timing on Lot 215, and 21-168 approved the school survey. 21-169 approved DP 20-045 and four-storey/13-metre height variance for 810 Aviq Street after consultation. Permit approval is not completed construction.
- 21-170/171 supported food-and-climate and cannabis-legislation research applications. Heritage-centre estimates, proposed dates and beach-management reports remain attributed presentations, not adopted construction or confirmed implementation.

A blank motion or question count means that layer has not been audited for this meeting. It does not mean no motions were moved or no questions were asked. Attendance names reproduce the City’s quarterly grids unless another basis is stated.
