Planning and Development Committee of the Whole #05
Jun 15, 2021
Joanasie Akumalik · Kenny Bell · Janet Brewster · Romeyn Stevenson · Sheila Flaherty · Simon Nattaq · Kyle Sheppard · Solomon Awa · John Fawcett
No absence shown in the quarterly grid.
- Ten numbered entries PD 21-39 to PD 21-48 match the registry, with eight substantive recommendations. Council considered them June 22 as 21-189 to 21-196.
- PD 21-40 recommended the Ecole des Trois-Soleils addition by a named 6–2 vote. Brewster, Awa, Flaherty, Fawcett, Stevenson and Sheppard for; Bell and Nattaq opposed. Questions concerned prior permitting, accessibility, traffic and investment in Inuktut education. The government described dedicated Francophone settlement funding. Opposition is not reduced to an inferred motive.
- PD 21-41 recommended a subdivision and setback variance. PD 21-42 to PD 21-46 recommended North 40 and Trail Area permits with rental fees at 7.5 percent of land value. Explosive-storage inspection and security information was requested; the July 20 report provides later reported follow-up, not an independently audited inspection history.
- Flaherty’s loss of connection after PD 21-42 excludes her from later vote reconstruction. PD 21-47 recommended a support letter identifying Qajuqturvik as a strong potential land recipient while noting no land was available for disposal; it did not award land.
- Staff described a proposed cabin survey and ownership mapping. A promised July survey is not confirmed completion or a new cabin permit.
