Council Meeting #14
Jun 22, 2021
Kenny Bell · Janet Brewster · Romeyn Stevenson · Joanasie Akumalik · Sheila Flaherty · Simon Nattaq · Kyle Sheppard · Solomon Awa · John Fawcett
No absence shown in the quarterly grid.
- Seventeen numbered entries 21-184 to 21-200 match the registry, with eleven substantive decisions. Agenda, two minute approvals, session transitions and adjournment are procedural. Final readings of 915/916 were removed, not passed. These minutes were deferred July 13 for attribution edits and approved July 27; the posted approved version is used.
- 21-187 authorized $1,182,126 Reaching Home funding for April 2021 to March 2022. Four allocations in the presentation total $1,064,000, leaving $118,126 unreconciled in these minutes. The approved total is preserved; neither an error nor an allocation for the difference is invented. Akumalik was outside for conflict.
- 21-188 revised July 1 activities toward families and Inuit culture. Brewster, Stevenson, Flaherty, Nattaq, Sheppard, Awa and Fawcett are named for; Akumalik opposed, 7–1. His comments favoured creative children’s activities and questioned wording; no broader motive is inferred.
- 21-189 approved the school addition following the committee’s split recommendation. 21-190 approved subdivision and variance. 21-191 to 21-195 approved the North 40 and explosive-storage permits and 7.5-percent rental fees. 21-196 supported Qajuqturvik’s future land candidacy, not an actual land disposal.
- 21-199 awarded EXP $287,814 plus GST for Phase 1 Federal Road utilidor expansion and ATCO Loop decommissioning design. Phase 2 was conditional on proceeding with construction. Brewster, Stevenson, Flaherty, Nattaq, Sheppard, Awa and Fawcett are named for; Akumalik opposed, 7–1.
- RCMP discussion addressed fingerprints, beach safety, patrols, emergency contact information and 911 planning. Bell’s recollections and comments about alcohol percentages remain attributed statements, not a validated trend or proof of a causal effect from retail changes.
