DECISIONS AND ISSUES
- Two numbered entries SPED 21-06/07 match the registry: agenda and adjournment. Extensive strategic updates did not adopt a new numbered substantive recommendation. The meeting ran 6:00 to 7:02 p.m.
- Staff said the General Plan required long-term water supply before a new subdivision could be developed. Fawcett asked whether this prevented advance land and utilidor work; staff said design and preliminary work could proceed but lots should not be assigned. This is a dated interpretation reported in the minutes, not the planning instrument or a current legal conclusion.
- Staff reported Apex pumping had begun, the reservoir was almost full and pumping would stop, then resume later for winter top-up. They described tracking development water use and a water-licence horizon of 2026. Those are dated operating reports, not a current storage reading or the licence itself.
- Strategic work, governance training, employee retention, Inuit employment planning, public alerts and transportation planning were discussed. COVID reassignment had delayed some work. Reported progress and future timelines are not verified completed deliverables.
