  1. Six numbered entries PD 21-49 to PD 21-54 match the registry, with four substantive recommendations. PD 21-50/51 carried 5–1: Brewster, Flaherty, Nattaq, Fawcett and Sheppard named for; Bell opposed. These committee positions are separate from July 27 Council’s later unanimous approvals.
  2. PD 21-50/51 recommended LUP 21-006/007 explosive storage with Condition 4 requiring fees equivalent to 34 months’ rent. Staff reported storage on municipal land without the municipal permit and described federal licence and location information. The record is a dated staff report, not a new independent finding of current non-compliance.
  3. Late-payment penalties, inspections, warning signs and security were debated. No separate numbered fine was adopted. A federal explosives licence and a municipal land-use permit are distinct in the discussion.
  4. PD 21-52 recommended YWCA boarding-house rezoning and hearing notice with Akumalik and Sheppard outside for conflicts, and Brewster chairing. The later July 27 decision and August/September hearings/readings remain separate. PD 21-53 recommended the Sylvia Grinnell Park survey; it did not itself transfer the completed surveyed title.
