DECISIONS AND ISSUES
- Eighteen numbered entries 21-248 to 21-265 match the registry. Eleven substantive items include referrals, leave, readings and spending authority. Agenda, three minute approvals, session transitions and adjournment are procedural.
- 21-254 granted Brewster conditional election-candidate leave under section 17.1. The narrative says Council leave starts upon declaring candidacy. September 7 refers to employer leave, not a confirmed Council leave start. Her September 14 participation is preserved; the actual Council leave interval remains held.
- 21-252 and 21-253 gave first readings to bylaws 917 and 918. Later 21-260 again records a first reading for the same wellness-hub lots. The apparent overlap is preserved pending clarification. Flaherty abstained on 21-260/261 because she had missed the committee; this is not opposition. The registry labels those four-for, one-abstention results Unanimous.
- 21-255 authorized Traffic Safety Act enforcement and prosecution steps and a request for inclusion among approved municipalities. 21-256 referred Palaugaa Drive back with Council unwilling to fund design or completion; the later April 2022 reversal remains a separate decision.
- 21-257 authorized $59,020 plus GST for additional Lake Geraldine dam repairs after 15 further cracks were identified. This is repair authority, not additional reservoir storage or final spending. 21-258 authorized water and sewer reserves for preliminary Astro Hill infrastructure engineering following a temporary water-line repair.
- 21-259 reallocated $10,300 between municipal-association and housing-task-force work. 21-264 allowed the Humane Society one extra month to vacate, subject to a conduct condition. Approval does not establish later fulfilment.
