  1. Seventeen numbered entries 21-266 to 21-282 match the registry. Thirteen substantive items exclude agenda, two minute approvals and adjournment. 21-269/270 gave second readings to zoning bylaws 917/918 with the two conflicted members outside.
  2. Taxi representatives described rock throwing, racism and assaults. These are attributed reports. Bell committed to visiting identified homes with the RCMP and educating parents. On October 4 he reported six visits and said rock throwing stopped until the prior weekend; that is a documented follow-up report, not independent proof that the problem was resolved.
  3. 21-271 directed a no-fee animal registration incentive and future fee review. 21-272 extended impounding from 72 hours to up to seven days. 21-273 required gallery vaccination proof and offered public committee members vaccination, virtual attendance or resignation options; it does not record actual resignations.
  4. 21-274 approved Public Safety agency representatives, not new Council seats. 21-275/276 directed mixed-use analysis and territorial assessment lobbying. 21-277 adopted non-profit relief policy and the up-to-1.25-percent cap. 21-278 requested a vacant-property bylaw draft; 21-279 requested an interest-impact report. Neither is proof a vacant tax or simple interest was enacted.
  5. 21-280/281 approved a commemorative qulliq lighting and archival-image submission. Brewster is present; her Council leave commencement remains unresolved rather than inferred from an employer-leave date.
