DECISIONS AND ISSUES
- Four numbered entries SPED21-08 to SPED21-11 match the registry. SPED21-09 recommended public consultation on Inuit-language signage; SPED21-10 recommended approval of the draft plastic-bag reduction bylaw. These are recommendations, not enactment.
- Members discussed signage cost, phased implementation, online enforcement and business choice of orthography. Staff proposed public engagement rather than labelling it a required statutory hearing. Proposed dates and implementation preferences are not confirmed compliance.
- The draft bag bylaw contained cross-reference issues discussed here. Council October 12 approved the draft and first reading but deferred second reading after identifying further missing and self-referencing sections. No completed ban is inferred from this committee vote.
