DECISIONS AND ISSUES
- Five numbered entries 21-306 to 21-310 match the registry. 21-309 declared a local emergency due to potential hydrocarbons in the municipal supply and called for territorial and federal funding for treatment-plant bypass, reclamation and interim measures. This is a water-quality emergency, not a reservoir-shortage declaration.
- Staff reported Public Health’s immediate Do Not Drink notice, concentrated odours, sample collection and pending results. The suspected petroleum entry was not yet an established final cause in this meeting.
- Treated-water depots, trucked delivery and resident communications were described. These are historical operating directions, not current water-use advice. The funding call is not confirmed receipt or a bypass construction award. The emergency meeting ran 5:45 to 6:26 p.m., separately from regular Council.
