DECISIONS AND ISSUES
- Three motions 21-328 to 21-330 match the registry. Agenda and adjournment are procedural; 21-329 extended the emergency due to the ongoing water issues. The water-treatment contamination and potable-water distribution context establish a water-quality response, not a reservoir-shortage declaration.
- Fawcett’s late arrival explains the four-to-five change in vote tallies. Unanimous support is reconstructed only for the eligible members present at each motion, not treated as an individually named roll call.
- Staff described treatment-tank isolation, flushing, environmental assessment and testing still underway. Flaherty and Nattaq stressed radio updates in Inuktitut for households without social media. Bell reported that briefing delivery to radio hosts had been corrected. These are dated reports and attributed statements; later fulfilment is unverified.
- The meeting ran from noon to 12:10 p.m. Brewster’s resignation was accepted October 26, but the acceptance record does not state an effective date. Her absence or eligibility on this earlier date is not inferred.
