  1. Three motions 21-355 to 21-357 match the registry. Agenda and adjournment are procedural; 21-356 approved Submission #1 for $1,533,000 under the Municipal Request for Assistance Program. It is a funding application, not confirmed receipt or an audited final emergency cost.
  2. The request concerned emergency-response expenses from October 12 to 31. Staff said a monthly committed-expenses report would be provided and that expenditures would have to be charged to the Water/Sewer Fund. Later reporting, allocation and reimbursement remain unverified.
  3. The meeting ran from 12:03 to 12:09 p.m. The agenda filename says meeting 28, but the approved minutes and registry identify Special Council #29; the printed meeting identity is used.
