DECISIONS AND ISSUES
- Thirteen motions 21-361 to 21-373 match the registry. Agenda, four previous-minute approvals and adjournment are procedural; seven numbered motions concern substantive business.
- Motion 21-366 appointed Awa to the Mayor’s Housing Task Force. Stevenson, Akumalik, Flaherty, Nattaq, Sheppard and Fawcett are individually named in favour; Awa abstained. This abstention is not opposition.
- Motion 21-367 accepted the Housing Action Plan 2022 to 2031. The presentation described a vision of 1,400 additional units over ten years, including 700 below-market units requiring nonprofit and government support. Bell said acceptance did not bind Council to every action, and Sheppard sought the detailed report rather than only the executive summary. This is acceptance of a plan, not construction approval or proof of delivered homes.
- Motions 21-368 and 21-369 gave second and final readings to Single-Use Plastic Bag Reduction bylaw 921. Motion 21-370 gave final reading to Land Acquisition bylaw 919 for SK-IQAL-235 (40-2) 21-001. Each recorded seven unanimous votes; individual support is reconstructed rather than named.
- Motion 21-371 directed Administration to work with the GN and the Information and Privacy Commissioner on funding, training and file-management systems, with a goal of coming under ATIPP by January 2023. The Commissioner’s presentation said the Act did not then apply to Nunavut municipalities. This adopted goal is not proof that legal coverage or implementation subsequently occurred.
- Motion 21-372 approved reimbursement of compassionate funeral expenses as defined by the Administration proposal, less other benefits or assistance recoverable by the estate. Related bylaws were described as under legal review; the motion is not proof of their later enactment or individual payments.
- Fawcett stated he would leave Iqaluit for personal reasons and that the December Council meeting would be his last. This advance notice does not establish the effective resignation date still unresolved after December 14 motion 21-417.
