  1. Three motions 21-374 to 21-376 match the registry. Agenda and adjournment are procedural; 21-375 is the substantive temporary bypass decision. Support is reconstructed from attendance and tally rather than individually named.
  2. Motion 21-375 approved a temporary water-treatment-plant bypass providing treated but unfiltered potable water, expressly pending approval by the GN Chief Public Health Officer. It also directed an application to the Municipal Request for Assistance Program. It did not lift the Do Not Consume advisory, approve an unconditional operation, or confirm funding receipt.
  3. Staff estimated installation at approximately $100,000 with completion anticipated by November 20. These are a presentation estimate and target date, not an amount adopted in the motion, an invoice or confirmed completion. Stevenson reiterated that approval was contingent on GN approval.
  4. Staff described risks of debris, additional reservoir cleaning and distribution flushing, and potentially longer Apex River pumping to maintain water levels. This links the proposed quality-response bypass to possible additional water demand without converting the water-quality emergency into a shortage declaration.
  5. The water-quality presentation described the suspected historic fuel tank, contamination-point isolation, monitoring and remediation. Its technical statements are attributed presentation context, not independently verified findings or current safety advice. The Do Not Consume advisory remained in effect.
  6. Bell attributed delayed public release of data to a misunderstanding of GN instructions concerning public-health information, and said the Chief Public Health Officer had approved this presentation. This is Bell’s recorded explanation; the minutes do not independently confirm the GN’s earlier instruction.
