DECISIONS AND ISSUES
- Five numbered motions PD 21-65 to PD 21-69 match the registry. Agenda adoption, adding an agenda item and adjournment are procedural; PD 21-67 and PD 21-68 are substantive. An unnumbered draft survey-approval motion labelled PD 21-XX was withdrawn during discussion; it is not counted as adopted or defeated.
- PD 21-67 referred Joamie Court Survey Application SK 21-011 back to staff for analysis after questions about secondary suites and development-permit compliance. It did not approve the subdivision. Council separately dealt with the referral under 21-393 on November 30.
- PD 21-68 recommended that Council seek a proposal or Request for Decision analysing costs and potential tax revenue from resolving Nunastar’s Astro Hill land issues. Council separately adopted 21-394 on November 30. The delegation described Sky’s proposed 120 units, Lookout’s 36 units, two planned eight-storey Pinnacle towers and a capped $500,000 City contribution request toward an approximately $1.5-million realignment. These were proposals, not approved funding, land transfers or permits.
- Arctic Farm requested 100 acres at $1 per acre annually for a greenhouse proposal. Members discussed the application process and the nominal-cost request from a for-profit corporation. No numbered motion granted the land.
- The quarterly development report described 13 permits, 43 dwelling units and 5,732 square metres of non-residential floor area approved in the third quarter. These are reported permit approvals, not completed buildings.
- Fawcett asked how many new developments existing servicing infrastructure could support. Staff said a report was being developed addressing new developments and the long-term water source. The minutes give no capacity figure, completion date or delivered report. Housing Action Plan implementation was also described as dependent on Planning staffing.
- The Cabin Strategy update described a July 2020 construction moratorium within the municipal boundary, mapping and site work, and proposed public consultation alongside General Plan and Zoning consultations in late January 2022. This is a reported update and proposal, not a new numbered moratorium decision.
