DECISIONS AND ISSUES
- Nineteen motions 21-386 to 21-404 match the registry. Agenda, six previous-minute approvals, closed-session transitions and adjournment are procedural; nine motions concern substantive business.
- Motions 21-393 and 21-394 referred SK21-011 to staff and directed land-cost and tax-revenue analysis on the Nunastar proposal. Awa, Akumalik, Fawcett, Sheppard and Stevenson are named in favour. Flaherty abstained because she had missed the November 16 Planning meeting. These abstentions are not votes against.
- Motions 21-395 to 21-399 gave final readings to General Plan bylaw 898, Zoning bylaw 899, zoning amendments 917 and 918, and land disposal bylaw 920. Each carried with six unanimous votes; individual support is reconstructed from eligibility rather than named.
- Motion 21-400 approved a budget not exceeding $10,734,852.65 for up to 18 housing units on Joamie Lots 9, 10 and 11, comprising $5 million in Rapid Housing funding and $5,734,852.65 in Co-Investment funding. It authorized CMHC agreements, negotiated NCC design and construction, an agreement for NHC/GN purchase and operation upon completion, and lot allocation at established prices. This approves funding and agreements, not completed homes or final spending. A narrative sentence adds the word million after the Co-Investment amount; the operative motion and registry give the dollar amount used here.
- Motion 21-403 adopted an amended proof-of-vaccination policy for Council Chambers after Fawcett had left. The five unanimous votes reconcile with the remaining eligible councillors; this policy decision is separate from later vaccination-bylaw drafting and enactment.
